Although no longer directly supported by HP, this is an excellent freeware formatting tool. Quoting the description on Ghacks.net:
There is no direct way of making an USB device bootable in the Windows operating system. Probably even more bothersome to some Windows users is the fact that USB storage devices can only be formatted with the FAT file system and not the NTFS file system. HP
