Serif PhotoPlus - a free photo editor. Very similar to Photoshop Elements.

SketchUp - a free, easy to learn, program from google to make 3D models and drawings.

XnView - a popular graphics/photo viewer with some basic editing. My current choice! This program will open almost any graphics file! -XP/Vista
